经过测试a2的1.18的版本经常出现下载几秒后，然后很长时间没有速度问题，测试设置到60秒主题可以让下载持续，如果超过这个时间就会停止下载
bt-stop-timeout=60
因为出现过种子服务器不对应的问题，为了排查这个问题，决定进行这个校验利于排查错误；
