二、原因：
If you are creating a rootfs using debootstrap you will need to generate the locales. You can do this by running:
sudo locale-gen en_US.UTF-8
This tip comes from, https://help.ubuntu.com/community/Xen On Debian you may need to do $ echo en_US UTF-8 >> /etc/locale.gen first.

三、处理方法：
root@zengjf:# echo en_US UTF-8 >> /etc/locale.gen
root@zengjf:# locale-gen en_US.UTF-8
Generating locales (this might take a while)...
en_US.UTF-8... done
Generation complete.
