How to change the EM OMS locale

1) for both DB and OMS
— emctl stop oms -all
— oratst.sh webtester nls_aldbcs AL32UTF8 AL16UTF16 > changed db's charset
$SRCHOME/emdev/test/src/utl/nlsmig_set_testlang.csh ja JP > change current locale
-- Start OMS
2) Just OMS:
— set LANG and LC_ALL (setenv LANG ja_JP.UTF8, setenvLC_ALL ja_JP.UTF8)
— stop oms using "emctl stop oms -all" (remem' the -all option)
— start oms
— restart agent
— emctl stop oms -all
— oratst.sh webtester nls_aldbcs AL32UTF8 AL16UTF16 > changed db's charset

-- Start OMS
