【代码】eclipse搭建ssm框架所需约束

前言

        有网环境下，约束一般不需要配置，直接联网查询即可，最近封闭局域网下开发，发现项目启动失败，检查得知是由于约束查询不到，没网环境下，就需要将约束配置到本地。
