解决java中文乱码问题

1.将项目中的字符编码都设置为utf-8
这是懒人解决编码最快的方法

2.很多人的文章都提到修改这里。可是我改了发现好象没什么用。暂且记下。

完成两步后，基本在页面用使用中文。都没出现过乱码了

但是后来在JSP传递参数里时发现了还是出现乱码

在一个Action中取得了一个form中的HTML文本框中的值。
然后写入request中。
可是在JSP页面中取出时就变成了乱码
用2步骤的所有方法都用过，无效。在网上看到一个Filter。解决了
